Overview of Transportation Provider Management/Service Evaluation

Purpose
  • Public transportation
    • To prepare the legal grounds for supporting and promoting public transportation providers while ensuring sound financial operations and improvement of services of providers
  • Chartered bus
    • To induce competition among chartered bus operators by evaluating their management performance and improvement of safety and service by rewarding great performance

Evaluation scope

Temporal scope
  • Public transportation
    • Frequency of 2 years, 2 consecutive years before evaluation
  • Chartered bus
    • Frequency of 1 year (January ~ June during the evaluation year), Management/Service field (July ~ December during the evaluation year)
  • On-site evaluation and user satisfaction survey are conducted during the evaluation year.
Spatial scope
  • All areas (nationwide) where public transportation providers and chartered bus operators are running their business
Subject
  • Public transportation
    • Rail, city rail/subway, express bus (Ministry of Land, Infrastructure, and Transport) / intra-city bus, town bus, rural bus, passenger terminal(Local government)
  • Chartered bus
    • Voluntary basis for operators selected based on traffic safety evaluation index

Evaluation method

  • Area of evaluation, items, and weight are differentiated based on the characteristics of public transportation providers and chartered bus operators
  • Different methods such as document evaluation, visit, on-site survey, and satisfaction survey according to item and characteristics
  • Measuring evaluation for quantitative data and non-measuring evaluation for qualitative data
  • The degree of improvements required is considered if efforts and willingness to improve of the subject organization, among quantitative data, needed to be reflected

Use of results and expected effects

  • Rewarding Transportation Provider with great results
  • Providing priority when developing a new route or adjusting an existing one
  • Providing priority of financial support to facilitate public transportation
