- Overview of system to prepare organized policies and set reasonable goals of public transportation policies
- Spatial scope
- 160 cities and towns nationwide and Jeju Special Self-Governing Province
- Temporal scope
- Evaluation period : 2 consecutive years before the policy in question was implemented
- Implementation frequency : 2 years
Method
Categorizing subject organizations
- Local governments of similar size and features are categorized into 5 evaluation groups
- Evaluation Group A (metropolitan cities including Seoul)
- Evaluation Group B (cities operating city rail/subway other than Group A)
- Evaluation Group C (cities without city rail/subway, with population bigger than 300,000 other than Group A)
- Evaluation Group D (cities without city rail/subway, with population smaller than 300,000 other than Group A)
- Evaluation Group E (counties)
Evaluation method
- Document evaluation per group based on data collected from participating cities and counties
- On-site due diligence for 2~3 local governments per group with the goals of verification of document evaluation data and on-site checking of public transportation facilities/mode
- Satisfaction survey among residents regarding public transportation policies
Results utilization and expected effects
- Setting up and utilizing basic data on public transportation policy index
- Leading to more reasonable, organized policies by reflecting the evaluation results to public transportation policies
